Understanding the Home Care Support Worker Pathway to Permanent Residency in Canada

The Home Child Care Provider Pilot and Home Support Worker Pilot programs offer a pathway to permanent residency for individuals interested in working in home care roles in Canada. This pathway is particularly relevant for those with limited or no previous full-time caregiving experience within the country.

The Two Categories: Gaining Experience vs. Direct to Permanent Residence

The pathway to permanent residency is divided into two main categories based on the applicant's work experience in Canada.


Gaining Experience Category: This is for individuals who have never worked full-time as a caregiver in Canada or have less than 12 months of work experience in such roles. Applicants in this category can apply for a work permit alongside their permanent residency application. The work permit allows them to work for any employer in a caregiving position. Once they accumulate at least 12 months of qualifying work experience, they can submit this proof to move forward with their PR application.


Direct to Permanent Residence: This category is suitable for those who already have 12 months or more of caregiving experience in Canada. Applicants can directly apply for permanent residency without the need for an interim work permit.


Who Can Apply and How?

To be eligible for the Gaining Experience category, applicants must meet the following criteria:


  1. Have a valid job offer for a full-time caregiving position outside the province of Quebec.

  2. Be capable of performing the duties as described in the job offer.

  3. Meet the language requirements with a minimum Canadian Language Benchmark (CLB) of 5 in English or French for all four language skills: writing, reading, listening, and speaking.

  4. Hold a post-secondary education credential of at least one year in Canada, or an equivalent foreign credential verified through an assessment.

  5. Be admissible to Canada based on immigration laws.

Application Process: Inside vs. Outside Canada


Applying from within Canada: If you are in Canada with a valid status, you can apply for the program from within the country.


Applying from outside Canada: If you are outside Canada or in Canada on a tourist visa, you must apply from your home country or current residence outside of Canada.


Program Details

Upon applying, eligible candidates receive a work permit to start working as a caregiver in Canada for any employer, except for businesses, embassies, high commissions, or consulates.


The job must be a full-time position (at least 30 hours per week) and be in a private home providing care to an individual with whom the employer has a personal relationship.


Live-in arrangements are not a requirement, but if agreed upon, they must ensure the caregiver's living conditions meet certain standards for privacy, security, and comfort.


Applicants must submit their applications before reaching the cap limit or before the pilot programs end on June 17, 2024.


This pathway provides a structured opportunity for individuals aspiring to work and settle in Canada as home care support workers. By fulfilling the program's requirements and gaining the necessary experience, applicants can transition from temporary work permits to permanent residency, contributing to Canada's caregiving sector.
